Risk assessment: hospital vs nuclear reactor

Your average hospital will likely have on any given day a number of patients infected with contagious microbes. A failure of infection control could lead to an outbreak in the surrounding community that could affect hundreds to thousands of residents.

A nuclear power plant has significantly tighter security than your average hospital.

Which facility is a greater health hazard to the community at large?¬† I’m thinking the hospital.
